Colorado Springs is not the first city to need a police academy. We should license the blueprints and actual as-built cost data from another city. Actual costs are far more accurate and credible than estimates, and they would allow us to avoid mistakes and make improvements to the other city’s plan. Voters are more likely to fund a detailed plan when they know what they are buying.
